Does Obama Bring Change?

Obama’s campaign ran on a promise to bring Change.  Articles in the paper titled “Obama’s choices signal turn to pragmatism” and “Nominations spur more changes” seem to confirm that Obama is making change.

Defense Secretary Robert Gates is the first Secretary of Defense to be held over by a new President.  Obama made absolutely no change here.  His choice was not based on party affiliation but based solely on whether or not those considered “can serve the interests of the American people.”  Question: which “American people” is meant?  We consistently hear that we must protect “American interests” and most of us acknowledge that the majority of those “interests” are “corporate” interests that have nothing to do with the security or well being of the American People at large and the only thing being protected is the wealth of American Corporations and their ability to expand.

James L. Jones has never served in the Executive Branch.  He is expected to build consensus among the key players on national security and “to lay the groundwork by melding the views of Clinton and Gates.”

Ahhh… here is a change: His pick for Secretary of Homeland Security, Janet Napolitano (D), will change the Governor of Arizona from Democrat to Republican.  Under Arizona state law, the ascension of Dem. Gov. Janet Napolitano to homeland security secretary will mean that Arizona Secretary of State Jan Brewer, Republican, will assume the office of Governor.

And there is a change I cannot see with his pick for Secretary of State.  As a matter of fact, I see a continuance of that which we have so much desire to change.  Choosing Hillary Clinton, a Senator, for Secretary of State flys in the face of the Constitution.  As I see it, Obama is another politician that will have no problem with ignoring the limitations imposed by the Supreme Law of the Land.

The second clause of Article 1, Section 6, of the Constitution reads, “No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States which shall have been created, or the Emoluments whereof shall have been increased during such time; and no Person holding any Office under the United States, shall be a Member of either House during his Continuance in Office.”

During Clinton’s current term in the Senate, the salary for Cabinet officers was increased from $186,600 to $191,300. Since the salary is scheduled to again be raised in January 2009, not only Clinton but all sitting Senate members could be considered constitutionally ineligible to serve in Obama’s Cabinet.

In the past, Presidents have found a controversial way to sidestep the clause and fill their cabinet with constitutionally ineligible legislators. This has come to be known as the “Saxbe fix” from Richard Nixon’s appointment of Sen. William B. Saxbe as Attorney General. (Nixon may have got the idea from President Taft, who also sidestepped the prohibition.)  Saxbe was part of a Senate that nearly doubled cabinet pay in 1969.  However, Nixon convinced Congress to reduce Saxbe’s pay to pre-1969 levels.

A 2008 executive order from President Bush created the increase of Cabinet salaries, based on cost of living adjustments.  Even though Sen. Clinton did not actually vote on the increase in salaries the Constitution is explicit.  As Andrew Malcolm states: “”It flat-out prohibits taking the civil office if the pay has been increased during the would-be appointee’s elected term. Period. Which it has.”

Change? Please, wake up!!  Whenever a Democrat or Republican (with very few exceptions) takes office there will not be and cannot be any sort of change.  The major political parties have been compromised by Corporate interests and the Globalist Elite.  They do not work for the American People.

Those of us that want real change are still waiting for the rest of The People to wake up and abandon the political parties of corporate America.  When Independents, Libertarians, Consitutionalists, and Green Party candidates begin to sweep into local, state and federal offices we will believe that change is coming.

I will believe that change is truly coming when I see Grocers, Farmers and my next door neighbor voted into public service as Senators, Congressmen and Governors.
